[UA] I need help!!

You might give the Comte something more to say, which could
accomplish this.  IIRC, all he really says is "It's that
damn Bill Toge again" (other than some bluffing the
sherriff's role) which doesn't give a good idea what to do. 
If his line became "It's that damn Bill Toge again.  You've
got to stop him" or some such, I'd figure the PCs would have
a better chance of accomplishing something.  That's my (as
yet untested) plan for the adventure.
