Er, this reads more to me like a commentary on an attitude common right
after 9/11, before we knew anything for sure. The author might even be
truthfully reporting his own opinion at the time, but I don't think this is
meant to support that attitude so much as to call attention to it, and
probably to deprecate it in a sort of "I felt this. You felt this. Admit
it. Feel bad." way.
But that's just my immediate reaction to the single quoted paragraph. It's
possible that something else in the passage gives clues as to how to
interpret this last bit.
