Ah, that explains the "whoopin'" part.  

Between Kentucky Fried Chicken and the Commonwealth of
Kentucky stories, there should just be a Kentucky section
in Snopes.  

And I demonstrated my own lack of knowledge of the legal
system.  I wouldn't know a resolution from a bill.
