Heh, no finger would satisfy the man who composes:

Section 2.   The House of Representatives does hereby
authorize the notification of the casino riverboat
consulate of this Resolution and impending whoopin' so that
they may remove their casino vessels to friendlier waters.

Yes, folks, that's right.  Language in a Kentucky proposal
has "whoopin'."  It doesn't get any better than this.  

I would suggest an irascimancer at work, but the proposal
is too small and too crackpot to be effective.  I think we
can chalk this up to a nutcase.  But an amusing nutcase.
