I suspect this is something like the legislative equivalent of a nuisance
lawsuit.  T. Burch wants to make a point about how much he despises
riverboat gambling, and he doesn't have a prayer of getting it outlawed
conventionally because the money inertia is too big.  So he makes a gesture.
