Interesting school. I think I'd have done it differently. To make it more postmodern, you could have the Seers use all different sorts of divination instead of just one (perhaps not allowing repeats) or having them gain charges not by prediction but by makign their predictions come true (if they predict someone's going to shoot the president, then they get the charge only if they shoot him, or hire someone to shoot him, or otherwise cause his death), either or which might count for a better paradox (indeed, is the paradox intended to be "ignoring the past to see the future"?)
One effect (which should be obvious) is giving a hunch (roll the dice and keep them for your next roll). Or the Cyclopean vision of your own death thing. I also wonder if a blast is appropriate, I'd probably not give them one.
I once had a GMC written up who claimed to be psychic, and had a skill called "good guesser" which I never really had rules for, but improved his chances of guessing the results of random events.
I also have an old school occult book that details forms of divination, including the usage of cheese in divination somehow.
