Ah, you just gots to stack it right. If you crank a skill to 55% and
obsess on it, it's effectively something like 75%.
I just didn't want a bunch of characters running around in UA who were
really good at multiple things. Besides, being able to perform a task with
55% accuracy under tremendous pressure is actually pretty good, IMHO.

If the reinstatement of capital punishment was clearly doing nothing to
reduce the number of murders in those states permitting it, it certainly
appeared to be cutting down on the number of confessions.
