More likely he'd know (or be able to pen) a ritual that temporarily imposed those conditions on our more stable local conditions.

Who suddenly has this image of the Comte blasting someone with a deadly gadget the size of a garage door opener.

PC: Where'd you get that?!?
COMTE: Built it.
PC: How?
COMTE: Oh, roughly a trillion years ago I spent some time as a particle discombobulator designer.  That was a couple universes back, but the physics are congruent enough.  It's like riding a bicycle: Once you build one particle discombobulator, you never forget how.
