Nope. UA's feel is fundamentally American...a peculiar mix of arrogance, 
ignorance, shallowness and destiny. Any external stuff should filtered 
through that. I don't think a Europe-based game would be as evocative 
(although you could probably do an excellent Hellblazer-ish variant...)
