Also consider:

If someone messes up badly and puts a quantity of plutonium into the 
atmosphere, then everybody on Earth will die. Regardless of whether 332 
archetypes have been filled yet or not.

This would make the Comte a very unhappy and bored person for the next few 
hundred million years.

Perhaps the IC acts to prevent this from happening, or perhaps the COmte 
*does* ascend (as the F&LM) but the Godhead remains incomplete, having 
who-knows what effect on the next comos. Maybe there isn't one, and entropy 
wins.
