They are still trying to get a legal license - as is the one in Townsville
and everywhere else.  The rules say that to get a brothel license, you need
to not have any convictions and this includes previous convictions for
brothel ownership or be a hooker. That is to say, if you know what you are
doing, you aren't allowed to do it, but if you area clueless businessman its
OK.
