Do you mean "Joy & Sorrow" (which, if my memory serves me, is by Mr. Tynes, but that may be his ability to warp people's memories such that they attribute to him what was written by others, or it might b my memory failing me)?  It involves all the PCs being residents at a planned suburb sort of thing that doesn't tolerate their deviation from the norm.  (And then goes off in UA weirdness)
