i'd agree that if combat does break out in a modern-day game, it usually
results in half the characters getting killed. but UA is a game of "furious
action". i don't like the idea of telling the players that their characters
just can't get into fights because it would spoil my plot. if i did want to
make it a full-on talky game, i think i'd just try to come up with in-game
rationalisations for having little or no combat. an obvious one could be
that a PC or GMC is hosting the event (whatever it might be) and has heavies
outside frisking people for weapons.
