A strict interpretation of the examples for entropomantic charge
gathering would suggest otherwise.

Pg. 91.  "Intentionally and pointlessly risk grievious injury or death. 
Starting a fight you were plainning to get into anyhow doesn't count,
but jumping in front of an assailant or offering no resistance and no
basic dodging during a combat round does."

The "risk" is in how bad he's going to beat you or if he can even hit
you at all while you're just standing there.

Perhaps (and I'm not certain) you wouldn't get a charge for picking a
fight but for the fight itself.  That is, no charge for picking on a
Hell's Angel.  Charge for standing there when he hits you with a 2X4.

Maybe.
