One of the cut-ups in OTE takes a form similar to this.  A much less twisted, dark form, but she exists only on television, and can warp her actions in specific places. 

Someone once argued on the OTE list that the cut-ups were too good, happy and clean.  I tend to think they'd make good villains of a self-righteous sadistic lunatic streak as well as the heroes their writeup seems to make them.
