If a player were trying to abuse this, you could a) call for lots of self checks and b) have the clockwork the charges were spent on slowly power down.  It loses a bit of strength, speed, skill, whatever (depending on what it did).  If he comes to know lots of details about the events, to the point where he might as well not have forgotten, then the clockwork loses almost all, or all, its power.

Similarly, I imagine ones using historic artifacts might lose power as the events lose significance.
