IIRC, there's a character in Snow Crash (by Neal Stephenson) who is a one-man nuclear capable country.  No One can mess with him, because small things are sorted out with diplomatic immunity and big things with the bomb.

Which makes the eight centuries of its history beforehand kinda questionable.
