Many heroes tend to create their nemesis, apparently by accident (Batman created the Joker, Reed Richards created Dr. Doom, Obi-Wan helped create Darth Vader).  Being an avatar is about actions, not motivations, so some other person trying to channel the Hero could do the same deliberately, whereas the others tend to do it by accident.  The actions are the same, it's just that the one guy knows what he's doing.

I might even argue that every Hero needs a Villain, as a cosmic ethical equal and opposite reaction to their heroism.  So creating a Villain, regardless of motives, is an essential step in becoming a proper hero.  Having them as a pair of archetypes makes me think that maybe it's a valid pair of archetypes, as otherwise they're both lacking in moral ambiguity.
