If he were careful and subtle about it, it might be possible to create a villain without breaking taboo any, depending on what the taboo is.  Methods sort of like saying "No, don't do x" in a typical heroic speech, but intended to suggest that course of action (reverse psychology and the like) instead of discourage it.  It would be difficult, but I don't think impossible, depending on the archetype.

Plus, all the fictional heroes always end up creating their worst nemeses (Lex Luthor is a villain due to Superman's actions, etc...)  (and I know I should  be going for historical examples rather than fictional ones, but I don't think there are any really good historical examples of the Hero in quite the manner discussed).
