I think the opposite makes a more interesting plot.  Someone trying to be a Hero can't find a proper Villain.  Sure, he can find street thugs to stop and such, but what he needs is a Nemesis, an equal and opposite power.  So he finds someone he thinks may be close to channeling it, and starts manipulating the guy's actions.  Paying off his advisors, sending anonymous tips about flaws in the bank's security system, whatever.  All so that the proto-villain will start making bigger and bigger plans, and start acting like a world-conquering megalomaniac.  Now, the PCs get involved an are stuck in the middle, uncertain what to do.  Simply defeating the Villain leaves the Hero to create a new one, plus it's not really the Villain's fault.  Taking down the Hero is bad, because he's a Hero, and because the Villains still out there.  Moral uncertainty.  The Hero has to do evil in order to do good, etc.

(The Tick comic featured a story about how there weren't enough villains for each hero to have an arch-nemesis, so there existed a company that crated and rented villains to be defeated.  Then there were several scenes of heroes fighting over who got to defeat the villain)

Villain: 71-90% At this level, the Villain can recruit numerous nameles henchmen to assist in his evil schemes.  They each cannot be differentiated from each other, and the exact details of who they are and why they're willing to die for you are unclear, but these are the goons that keep you secret lair working.  Assume each has 30% in all stats, 20% in Brawling and Guns.
