There is a caveat in the madness section that the GM can
(should) inore madness rules for GMCs.  So the real
question is about PCs.  There are some rules-level reasons
for the sociopathology as they are, but not much in game.
 I'm uncertain how to resolve this, though.

It also makes no explicit mention how long he's been
working for Abel.  Bein a thug for TNI for several years
should put you towards several level ten checks in all
variety of gauges.

Perhaps something like: if you're hardened to ten in the
gauge your Fear stimuli is, then you can't use it.  Attach
similar penalties to other gauges (ie, if you max two
gauges other'n your Fear gauge, you lose one of your other
stimuli, determined by GM).  Does that work?  It's more
harsh than original rules, but the end result's the same.
