Are these people magical? Do they have powers beyond
faith and whatever subtle ones the average person may
have that goes overlooked?  Or are these "mundanes"
who have been judged and executed by your player's
Cult.

Personally, I'd sick Team Salvation (from PoMoMa) on
their ass, or the Sleepers or even Lili Morgan.  This
would not be a punishment, just a side effect of
rattling the chains of society.

You could also have them go after someone they think
is worthless and it turns out to be a NonEntity or Golem.
