So what you're saying is that dogs can't be let in because, some time ago, humans beat them into the IC and haven't let them in since? It's plausible, but I think the alternative is also and is better.
Dogs can't understand abstractions. You ascend by being a physical embdiment of an abstraction. If you and your peers can't conceive of abstractions, then you can't embody and abstraction, and so can't ascend.
