Most of the Cabals (of NPC's) I use aren't really Cabals, they're either
more like a small secret society where everyone has their own agenda but
those happen to match up, or they are new-age style cults with one clued in
member manipulating the others. In either case it's less about the number
and percentage of -mancers than the number of the clued in.
I also assume that there is a general consensus that occult bookstores,
chinese medicine shops, etc. are all off limits for violence and infighting,
everyone's too afraid of bringing the sleepers in over the issue, so they
become popular hang-out and meeting spots in the OU
I also play in my games that Alex Abel owns Borders (a chain bookstore on
the west coast) and starting shit in one tends to get you thrown off the
roof of a nearby building...
The closest thing I have to a cabal as you guys seem to mean it is a group
that is basically clued in that act as the team for a kleptomancer
professional thief (he steals things for a commission) and Agent Smith's
team. Smith is an FBI agent who hired a kleptomancer he caught to work for
him. The Klepto is the front man. The others don't even know they work for
the FBI. They have two -mancers, the klepto and an iconomancer. They
started as PC's though...
I also have a cult run by an annhilomancer, a group of cliomancers that have
divvied up most of the bay area and track who's charging where.
Then there is hate man and his drum circle, he's an urbanomancer (and a
fairly dangerous one at that). His drum circle are all just crazy homeless
folks, so they're harmless and can't hurt you obviously...
