That was kinda my thought, except that Hayes had a reputation for being a 
moral paragon (not 100% warranted, but nevermind) that I don't think the 
Comte has.

Then again, maybe those few folks who 8do* know about the Comte have a 
higher opinion of him than you get from reading UA sourcebooks.
