IMUAC, I made it a major story arc for that character to get hold of 
such a vessel. I let him choose what he was going after and played 
along with it - made it tricky to get hold of, but certainly 
possible. I was also worried about the effect that it would have on 
game (and party) balance once he got it. Essentially, I decided that 
if he went for something inconspicuous and easily transportable (like 
Dirk Allen's paper cup), then he'd run the risk of losing it - after 
all, his character would get drunk rather often. If not, then I was 
less worried as he wouldn't be able to charge up on the spur of the 
moment.

1 siggie can be converted to 10 minors. For the dipsomancer, I 
expressly disallowed such conversion once he got his vessel.
