I like this idea and I'll probably use it.  But do
y'all I think I can get away with calling it a
"significant artifact" if I just use the final effect:
it allows you to make bargains with the ghosts trapped
in its cards, but holds you to them (probably to the
letter of the bargain rather than, ironically, the
spirit?)  I won't be trapping any new ghosts with it,
although the image of a poker game for your soul is a
pretty well established one.
