Cliomancy doesn't, I know.  I thought there was at least one other in 
PoMoMa that lacked a blast, but I could be wrong.

This is an effect that causes damage?  (I suppose it could, actually, if 
severe enough).  Remember, a blast is the spell that does hand-to-hand 
damage if minor and firearms damage if significant.  If the spell only has 
that special effect, but doesn't do the damage, it's not a blast.  (You may 
know this, and if so I apologize, but I've noticed some homebrew schools in 
which the alleged "blast" is a spell that does not actually do damage.)
