Why does this need to have blasts?  If it's about cleanliness and
purification, I'd think it would focus more on removing limitations --
disease, cataracts, weaknesses, that sort of thing.  Instead of blasts, you
could do some sort of psudeo-epideromancy stuff where it gives small but
permanent boosts to stats -- as your body & spirit become purified, they
work better, etc.  Another nasty spell you could pursue with this would be
something that robs people of their Rage and Fear passions.  Spiritual
purity, don'tcha know.  Or getting rid of failed and hardened marks --
emotional purity.

I guess what I don't see is the paradox.

If the reinstatement of capital punishment was clearly doing nothing to
reduce the number of murders in those states permitting it, it certainly
appeared to be cutting down on the number of confessions.
