Not exactly a joke, but but not exactly a real site either (from what I know).  It was a reference to an old thread involving Ken Hite's NPC-dom in UA, involving a website of OU rumors and the possible big list of avatars mentioned in the book (IIRC).  From what I recall, the ideas from that thread warped and twisted into the UA city-swap project thing.

Mr. Hite may or may not have a site (other than his articles on Pyramid, that is) for all that I know, which may or may not involve UA in any way.
