These were, almost exactly, my plans for my extremely short-lived Sandman/OTE campaign. It had a bunch of other stuff involved, but that was the gist of it. There were explanations, but the players would never get all (or even most) of it.
Anyway, I'll rephrase what I was saying about Superman's moral development: If you look historically at children who have been elevated to levels of power beyond reproach, their moral development rarely progresses beyond the stage they were at. For example, I'll point to Emperor Heliogabolus ( http://www.holycow.com/dreaming/helio/ ) as an example of this. Of course, Heliogabolus might have been an extreme example, but the trend seems to be (in reality more than comics, anyway) that they never become nice, caring people, as they never had any reason to. That's why I pointed out Kid Miracleman as an example of what happens when a kid has tremendous power and no mental processes that tell him which way is the wrong way to use it.
On another tangent that returns somewhat on topic, I've been contemplating writing ome bits on Cleveland for that UA city thingie that deal with Superman's origin their (early issues of Action comics have Superman living in Cleveland, not Metropolis.) Other stuff would also likely be involved, but it's one idea I had for it.
