I see it as a scenario book, with a big section on how to
play kids in the OU. I love this idea! I was toying with a
NPC for my UA campaign, and ex-prodigy kid who now deals
with how to get back in the OU.

Adolescence is the best period of your life concerning your
obsessions. And the world of teenagers IS a jungle, I find
proofs of that every time I go to secondary school to give
lessons. Watch "Carrie" from DePalma to get it. As someone
said, it could be very, very interesting to see how the
screwed personalities who form the OU were modeled that way
and thrown in the flea circus.

What about letting the players pick their obsession in the
course of the game? As a teenager, I recall being obessed
with lots of things.

I said once that UA was the Runequest of modern occult,
because characters are very "underscaled", compared to
Other Roleplaying Games characters, and can be killed,
maimed or wrecked in some way very easily, but they get the
possibility to form themselves in the course of play and to
change the world. This point of view (players modeling
their character in the course of the game, the character
creation being merely a developement base) is perfect with
the idea of playing teenagers.
