There has to be the perception of risk AND the actual risk.  An unexpected risk = no charge.  Something expected that's not an actual risk = no charge.  The interaction of expectation and real danger = charge.  

Similarly, if one hypnotized a Dipsomancer and convinced him that a glass of water was vodka, he could drink it and THINK he had a charge, but he wouldn't actually ahve one.
