There have been characters in published supplements who don't have the full
compliment of formula spells.  If I was doing it all over again, I'd
address it in the main book: Some characters know all the formulas.  Some
know different formulas, or fewer.  But the assumption is that the PCs are
fully trained.  (God knows they've got enough other problems without having
to complete their school, too.)

It's possible to learn or create new formula spells: It's in PoMo, I think.
