Some sort of plutomantic deal?  An attempt at redefining kleptomancy?

It's interesting to note that two people operating in the same period as Emperor Norton who minted their own currency were arrested for counterfeiting (though their bills bore no more resemblance to U.S. currency than to anything else) whereas Norton never got in trouble for that.  Madness occasionally has its advantages.
