[UA] Unsuck

Someone here mentioned skills like quickdraw giving a bonus to initiative 
somewhere in this thread?  How does that work?  I din't see the rules for 
it, so before we went to the one roll thing we do now quickdraw was handled 
like 1st channels where the player could flip-flop initiative if the new 
result was below the quickdraw score.  Did we screw it up?  Just curious.
