Nonsense.  You can always spend half the points on useless skills.  Things like "can guess your zodiac sign" at 50%, or "Knows all the words to [insert any fairly obscure movie here]" at 45% or "drugged up lifestyle", any of which would be useful at most one percent as often as other skills (such as, say, "Handgun" or "Struggle").

If you're stuck, see if you can find a copy of the Tank Girl rpg, which gives you a big list of useless skills ("Disarming nuclear weapons"?  how often have you or a character had to do that?) but is not terribly worthwhile otherwise.
