Sometimes I think that's the point.

I'll refer once more to the Over the Edge supplement that uses cut-ups instead of dice (Weather the Cuckoo Likes by Robin Laws)

I can't come up with an easy way to adapt it to UA without losing the 'roll as close to your skill but not over' part.  OTE is simply higher=better, so the problem doesn't come up.
