The Mexicans could be relatives of the briefcase's designer, who spent a 
goodly amount of time designing the damn thing so she could get a position 
in the company better than an exploited factory worker.  The parcel was 
intercepted and the PCs are supposed to deliver it to someone the 
interceptor owed a favor.  He will then get credit within whatever company 
makes the briefcases and the girl will be fired and blacklisted for not 
being willing to work within the chain of command (making her unemployable 
in her hometown).

It's the best I could think of anyway.
