But on the other hand, the drug culture is larger than my typical understanding of the OU.  I live in a town of about 15,000 people (estimates run from 9,000 to 150,000, but the later is likely far from correct).  How many are involved in drug culture?  Very rough estimate, a few hundred (and more who know that it's going on, etc).  How many would be involved in the OU? probably we wouldn't have more than a dozen adepts and avatars, if that many, with a few times that many knowing abouyt them, and a couple hundred people involved in fringe occultism, such as exists irl.  But that's just my imagining both the real world and the game world.  In your campaign, using magick might be as common as drugs or more so (I imagine some people wouldn't be on some drugs if they could use, for example, Oneiromancy).

Also, it seems somewhat easier for an adept to have been a prodigy or an avatar to start upon a path untrained than it is for someone to start doing drugs without someone else to introduce them to them.  Perhaps a few drug users start off alone and then get involved in the drug culture, whereas some adepts and avatars (more avatars than adepts, probably) could get started on their own and then discover the OU.  But once again, that's all specualtion and hearsay, and should be ignored if your game suffers thereby.
