It's one of these YMMV situations. One of the great things about UA 
(IMHO) is the variety of game-styles you can incorporate. If the 
characters are all adepts, then fine, let them know stuff. If they're 
clueless Reality Cops, then don't. It's all down to the sort of game 
you and your players want. From what you say, you & your group seem 
most comfortable with seeing the rulebook before you play. Characters 
aren't _supposed_ to be anything - they can be whatever the hell you 
want  :)

Greg's idea on how to deal with OOC knowledge is neat - shifts it 
into a game situation. Some players could take it as a 
confrontational action, though. If you don't like that approach, then 
change the game so that the players' OOC knowledge is no longer 
accurate, but be prepared to put in some effort to make it work 
without being obvious.
