In "Underboss," Sammy Gravano described how the mob uses the Teamsters to
control the building trades. Basically, they get a mob-influenced guy at
the front gate to a recalcitrant building site. One guy. His job is to
inspect every truck that comes on to the site. Now, normally these
inspections are pretty cursory. But if you didn't give the mob their cut,
this guy checks every element of every truck... slowly and thoroughly.
Every hour he's on the job pushes your construction back six hours because
you can't do anything without the materials.
This is perfectly legal. There is no way to fire this man because he's
DOING HIS JOB. If you fire him, he can sue you back to the stone age with
an ironclad case. It's much cheaper to simply get mobbed up.
