Not strong enough in the zeitgeist, really.  Perhaps a particular avatar of the Merchant could do this, or of The Black Marketeer (the guy who gets you what you're not allowed, which could have a good side: times when you're unjustly prevented from getting that thing... getting medicine into countries run by dictators, giving guns or weapons to righteous rebels, running alcohol during the prohibition?)
