I assume you mean whether or not the performance method varies between
power levels. This is indeed up to you. I intended the power levels as a
metagame abstraction, sort of like the difficulty level in a computer
game; if you want a more freewheeling campaign, use the major tilt
effects, etc.
But as the text mentions, you could certainly use multiple power levels
of tilts in your campaign if you wish. A simple way to do this would be
to assign a shift to the Connections score the PC is assembling: say -10%
for significant Tilts and -20% for major ones. In other words, the PC
would have to gather more connections to make up for the penalty. The
exact numbers you use for the penalty would depend on your campaign and
how easy you want to make the more powerful Tilts.
And keep in mind that a major Tilt is still nowhere near as strong as a
major spell.
