If this is helpful, I rely on "local effect." I don't see much reason for all
the supernatural stuff to work exactly the same way everywhere. The Tallahachee
Bridge won't have the same charges available for every Cliomancer that
approaches it. And that goes for schools, avatars, and all the rest. There's a
system to it that evolves during play. My players don't get too bent out of
shape about minor inconsistencies. They investigate them. Usually, they figure
out some reasonable explanation--even if the inconsistency resulted from some
boneheaded maneuver on my part.
