So the hand only helps people who are already missing a hand?  When I first read the description of the artifact, I thought anyone could use it (so I could have a third, invisible arm by using it, etc) rather than just those mssing something (which is what the later parts of the message seemed to say).  I was a lot more interested in the artifact when I thought the first, as it made the thing a bit more useful.  If I were a PC, I'd be more interested this way as well.

I like the epideromancer who pushed himself too far and the cabal of thieves.  The cabal of thieves I'd make out to be acting like they're out of a pulp story or something, but never have it work out quite right (or something like that).  The epideromancer links in with some of the themes of UA (ones often missed by those who dislike it) about those who crave power have to accept consequences and pay a price.  He could act (occasionally) as a warning about being too greedy for power, reaching for more than you can hold (this is why I always loose at Risk) as well as have the hope of making a comeback.

As for Dirk's plan, I'd have it fail if he can get the Hand, but don't let him find that out until after the's removed someone's liver to test it.  Stress checks for the PCs who helped him remove someone's organs afterward.
