No matter what, I'm pretty sure it's not going to be TNI that ends up
kacking Barron. My idea was, if the players are TNI, to have them spend a
good deal of the first session in Cthulhu-style research and interview mode;
when they're done with this, they pass the data along to their supervisor,
who tells them to either snatch or assassinate Barron. (The grab will
probably take place in Milwaukee, where Barron lives.) When they get to his
place, they find someone fleeing. They also find out that Barron's not
home. If they manage to successfully grab and interrogate the guy they
found they'll find out that he works for a group of people (haven't decided
who yet; possibly TOSG) who ordered him to kill Barron. Barron's body is
then found in Kirkland, an hour's drive away.
If Barron is ex-TNI, my idea is that he was originally placed to infiltrate
the Collective, ended up being converted to their cause (maybe it's a
psychological thing, maybe it's Renunciation) and started following the path
of the Rebel. I'm not sure I like this -- it smacks a bit too much of
Justine Ananader from LG$, but it's a possibility.
