As soon as the PCs discover Barron's murder and this bit aboutt he sign, they'll immediately expect TNI killed him. I suggest that you therefore make it something a lot less obvious, but keep this as a red herring that they'll be working on for a good long time. (How would you ever be able to show that they didn't do it? The players'd never be able to prove it either way, but would be absolutely convinced it was able, if you do it right).
Unless they opt for playing TNi members. Then you should have him have killed Barron, and have them uncover this during another investigation and lead to questioning the ethics of their employer. (Bonus way to get them to question Able's ethics is make Barron an ex-TNI agent who left when he started channeling the Rebel, and used his inside knowledge to piss of Able. the sign thing was going Too Far, etc. Who says Able Wouldn't pull the same on the PCs?)
Other than that, what can I say? Looks like good groundwork for a campaign, if you can keep up the connections and eventually it comes to some point. I suppose the plotting will depend a lot on how the PCs turn out and the narrative structure. Give us as much info as you can on how the campaign turns out, when it does.
