That's why when they steal it, they have to bring it back. The one they've
stolen is a booby-trapped fake. The real one *has* been implanted in the
president, as it has been in *every* president. It's fired at the president's
head under very carefully controlled circumstances. A powerful artist of high
wierdness uses some ritual or device to suck all the kinetic energy out of the
slug before it strikes. The slug is then implanted and the kinetic energy
stored. If the president gets uppity, the energy is released, and the slug goes
all Dealy Plaza. Hail to the Chief!
