I say yes, because it strange sort of way, NYC isn't a part of most of 
America but a exstention (sp?) of Europe, in the way they do things.  Sort 
of.  At least you could make a case for it, since it is the first spot 
immigrants usually arrive at, traditionally, and so, its built up into these 
tiny neighborhood-countries.  Plus, most of America doesn't feel very 
connected to NYC. I saw this concept bandied about during some of the 
terrorism in the country in the 90s.  Although the first terrorist strike 
was at the World Trade Center, most of America didn't feel threatened by 
domestic terrorism until Oklahoma City.  NYC just seems so foreign to the 
rest of us.

It also doesn't help that NYC seems to look down on the rest of the country 
either.
